Justin Douglas
Elected in 2023, Justin Douglas draws on over two decades of community service, a deep concern for society’s most vulnerable individuals, and strong connections within Dauphin County when making decisions that impact the daily lives of the County’s 286,000 residents. In his first year in office, Commissioner Douglas led successful efforts to implement ballot curing procedures to safeguard voter rights and expanded access to ballot drop boxes in advance of the election. He also spearheaded the drive to eliminate the debt from the "pay-to-stay" Dauphin County Prison system, easing the reentry process for formerly incarcerated individuals. In addition, his leadership was instrumental in making Dauphin County publicly livestream all Commissioners’ Meetings. Other accomplishments include a push for the county to publicly competitively bid all major contracts to ensure transparency and fiscal responsibility, establishing a $16/hour minimum wage for County employees, and Dauphin County formally recognizing Pride Month for the first time. Last, but definitely not least, Commissioner Douglas has made it his special mission to discover wasteful, legacy contracts and eliminate them.
Justin, who holds bachelor’s and master’s degrees in religion, served as an area pastor before his election. His compassion and work as a community organizer have fueled his advocacy for the rights of incarcerated individuals, the LGBTQ+ community, people experiencing homelessness, and anyone struggling in our region. He uses his position as a commissioner to foster transparency, promote civic engagement, and challenge entrenched power structures.
Since January 2025, Justin has served as Chairman of the Dauphin County Board of Commissioners, bringing his commitment to justice and equity to all matters facing the County. He also serves on the National Association of Counties (NACo) Justice and Public Safety Steering Committee and the County Commissioners Association of Pennsylvania (CCAP) Courts and Corrections Committee. He is also proud to have received a Movement for Change Award in 2024 from the Central PA LGBT Center. Justin and his wife, Brittney, are raising their three children in Conewago Township. He loves to write, play, and listen to music when he can, often spinning vinyl in the office. He also enjoys hiking the local trail with the family’s dog, Ozzy, doing CrossFit, and staying active with his family.
