The Dauphin County Office of Tax Assessment is primarily responsible for the valuation of real property for ad valorem (at value) tax purposes, including the management of all property characteristic and ownership records. This office does not establish the real estate tax levy; it is responsible for the valuation (commonly known as the assessment) of all real property in Dauphin County. Based on those assessments, the County, municipalities, and school districts establish budgets and necessary millage rates to generate revenue, apply those millage rates to individual property assessments, thereby producing individual property tax levies. The Office of Tax Assessment also administers the following programs:

Pennsylvania Act 29 of 2026

Act 29 of 2026 is a Pennsylvania law (HB 858) that creates a unified county‑maintained contact registry for non‑owner‑occupied properties, effective September 18, 2026.

The law, signed July 20, 2026, amends Title 68 (Real and Personal Property) of the Pennsylvania Consolidated Statutes to require certain property owners and entities to provide the county assessment office with up‑to‑date contact information for non‑owner‑occupied properties. The goal is to combat community blight by ensuring municipalities can reach responsible parties for property maintenance and code compliance.

The law applies to non‑owner‑occupied real property in Pennsylvania counties. Owner‑occupied principal residences are exempt.

Who must comply

  • Property owners of non‑owner‑occupied properties
  • Applicable entities, including lenders after a sale or foreclosure 

Contact registry

  • Must list a designated person or employee authorized to repair, maintain, or resolve municipal code violations
  • Required details: name, address, phone number, and email 

Timelines

  • Initial information must be provided within 30 days of ownership or entity responsibility
  • Updates must be submitted within 30 days of any change 

Access

  • County assessment offices will maintain and provide access to the list as permitted by law 

Penalties

  • Failure to comply or provide accurate information can result in a $500 fine

Tax Deferral Program (Act 50)
This office is further responsible for the production of tax duplicates, resulting in the preparation and delivery of County and municipal real estate tax notices in accordance with contracts with 39 municipalities within Dauphin County.
