DUI Program

Overview

In 1977, the Alcohol Highway Safety Program in PA was formalized as a result of revision of the Motor Vehicle Code (Title 75).  This provided for each county to establish a DUI Program and designate a DUI Coordinator for administration and oversight.  Through this program, all DUI services which are required by Title 75 are made available to those in need.  Components of this program include: 

  • Court Reporting Network (CRN) evaluation 

  • Alcohol Highway Safety School (AHSS) 

  • Referrals for drug and/or alcohol assessments

Court Reporting Network (CRN) Evaluation

PA DUI Law requires that all DUI defendants submit to the Court Reporting Network (CRN) evaluation.  The CRN is a standardized assessment designed to serve as an assessment tool for the court system while gathering statistical information on DUI offenders in Pennsylvania.

As a result of this assessment, recommendations will be provided to the defendant and the Court.  Recommendations typically include: 

  • Alcohol Highway Safety School  

  • Comprehensive Alcohol Assessment 

  • Comprehensive Drug Assessment 

Each defendant will be required to comply with the recommendations of the CRN, as well as those of any resulting alcohol and/or drug assessments.

The CRN must be completed BEFORE acceptance into Accelerated Rehabilitative Disposition (ARD) or sentencing so it is important to schedule the assessment as soon as possible after your preliminary hearing.  Failure to do so may delay your case.  Please note that if you fail to attend a scheduled CRN evaluation, you will be charged a $25 rescheduling fee.

Alcohol Highway Safety School (AHSS)

Alcohol Highway Safety School, commonly referred to as DUI Classes, is a structured educational program with a standardized curriculum to teach DUI offenders about the problems of alcohol and drug use and driving. The AHSS will provide students with a basic knowledge and understanding of alcohol and controlled substances and their effects on metabolism and judgment, alcoholism, and drug addiction, as well as highway safety, to encourage a positive change in the students’ attitude concerning driving under the influence of alcohol or a controlled substance.

Dauphin County DUI Program is certified through the Alcohol Highway Safety Program of the Commonwealth of Pennsylvania to provide the 12.5 class hour course.  Instructors are certified through the PA DUI Association and train extensively for presentation of this in-person course.

Classes are held at three (3) locations within Dauphin County: 

  • Probation Services Office - 917 Gibson Blvd, Steelton, PA 17113 

  • Northern Dauphin Human Services Center - 295 State Drive, Elizabethville, PA 17023 

  • Lower Paxton Municipal Building - 425 Prince Street, Harrisburg, PA 17109 

One 12.5 hour AHSS course typically runs for four (4) consecutive weeks on the designated day and time.    Classes are held every day of the week as follows: 

  • Monday:  6:00 pm to 10:00 pm 

  • Tuesday: 6:00 pm to 10:00 pm 

  • Wednesday: 5:30 pm to 9:30 pm 

  • Thursday: 8:30 am to 12:30 pm 

  • Saturday: 8:30 am to 12:30 pm 

  • Saturday: 1:00 pm to 5:00 pm 

  • Sunday: 9:00 am to 1:00 pm

  • Sunday: 5:30 pm to 9:30 pm 

To schedule AHSS, you must first schedule and complete your CRN.  At the conclusion of your CRN, you will be scheduled for the next available AHSS on your preferred day.

Comprehensive Drug and/or Alcohol Assessment

The Dauphin County DUI Program makes referrals for comprehensive drug and/or alcohol assessments to agencies licensed by the State of Pennsylvania.  For a complete list of these agencies, please visit the PA Department of Drug and Alcohol Programs website at https://www.ddap.pa.gov/pages/default.aspx.

Victim Impact Panel (VIP)

The VIP helps drunk and drugged driving offenders understand the lasting and long-term effects of  

substance impaired driving.  It is a requirement of acceptance into the ARD program and is also utilized  

by sentencing judges as a condition of probation/parole.

  • The Victim Impact Panel is held on the 3rd Wednesday of each month from 5:30 pm to 9:00 pm.   

  • This class is typically NOT held during the month of December.   

  • Takes place inside the Dauphin County Courthouse, located at 101 Market St, Harrisburg, PA.   

  • You will need to bring $35 cash and your identification to the class.
